The Job
PACT Renaissance Collaborative covers 1,718 public housing apartments in 41 buildings across fifteen sites in Upper Manhattan — Kips Bay, the Upper West Side, Harlem, Washington Heights. Under PACT, the units stay in NYCHA ownership and stay permanently affordable; residents keep paying thirty percent of income toward rent.
Every apartment was renovated with the resident still living in it.
PPR was on the apartments.
What PPR Handled
Complete interior renovations across the unit count:
- New kitchens — cabinetry, appliances, counters
- Rehabilitated bathrooms
- New flooring
- New interior doors
- Paint throughout
Façades, roofs, elevators, HVAC, windows, CCTV and intercom systems, landscaping, playgrounds and common areas were the wider program's scope. PPR's line ran through the apartment doors.

Fifteen Sites, Forty-One Buildings, Everyone Home
This is the hardest logistical shape in the portfolio, and it's worth being specific about why.
Fifteen sites means fifteen mobilizations, spread across four Manhattan neighborhoods — not one campus with one gate. Forty-one buildings means forty-one sets of stairs, elevators, supers, and access rules. And every apartment was occupied, so every turn had to be scheduled around a household that had nowhere else to be.
Then it has to come out matching. A kitchen in Kips Bay has to be the same kitchen as one in Washington Heights.
Thirty-Six Months
That's the number that matters. Seventeen hundred apartments, delivered on the schedule the project was set to, finishing in the summer of 2023.
Not fast. On time.
Those are different claims, and only one of them is worth anything to somebody handing you their building.
