The Job
NYCHA brought Reid Apartments and Park Rock Consolidated into the PACT program in 2020 — fifteen developments, 87 residential buildings, everything from high-rise towers to townhomes, spread across East Brooklyn. Construction started April 2024 under Fairstead as general contractor.
PPR was brought in for the apartments.

What PPR Handled
Unit turnarounds across all 1,696 apartments:
- New flooring
- New kitchen cabinetry and appliances
- Bathroom renovations
- Interior doors and hardware
- Paint throughout
The wider program covered what sits outside the apartment door — boilers, roofs, façades, windows, MEP systems, landscaping, a renovated senior center, a new computer lab. PPR's line was the unit interiors, and it ran across every building in the consolidation.

Why 87 Buildings Is the Hard Part
One tower means one staging area, one elevator, one superintendent. Eighty-seven buildings across fifteen developments means eighty-seven versions of that problem — different layouts, different access, different building types, all needing the same finished result.
That's where a turnaround program either holds its spec or quietly stops matching. Unit 3E in a Ralph Avenue walk-up has to come out looking like a unit twelve blocks away in a tower. Across 1,696 apartments, that consistency isn't a nice-to-have — it's the entire deliverable.

Beyond the Apartment Door
The consolidation also delivered a renovated senior center and a new computer lab. This is a design rendering of the wider program, not PPR's unit scope.
