The Job
The Municipal Housing Authority of the City of Yonkers partnered with D+B and L&M Development Partners on a RAD conversion covering three developments: Schlobohm Houses, 415 family apartments; Walsh Homes, 299 senior apartments; and Flynn Manor, 139 senior apartments. Twelve buildings, 853 units, all converted to project-based Section 8.
Every apartment was rehabilitated. Nobody moved out.
What PPR Handled
Unit turnarounds across all 853 apartments:
- Updated kitchens
- Updated bathrooms, including floor replacement
- New finishes and paint throughout
Windows, roofs, boilers, elevators, lobbies, security systems, parking, landscaping and play areas sat with the wider program. PPR's line ran through the apartments.
Renovating Around Seniors
Four hundred and thirty-eight of these apartments are senior housing. That changes the job.
A family unit is often empty for stretches of the day. A senior unit usually isn't. Access windows are shorter, the resident is more likely to be home and less able to be elsewhere, and the tolerance for a kitchen being out of service is measured in hours, not days.
Scheduling around that — 438 times, across two buildings, without the finish standard slipping — is the part of this project worth knowing about.

This one has been done for years. The units have been lived in, used, and maintained since. That's a different kind of proof than a photograph of a fresh install.
